Local artists gallery. - Get the artists to man it on a rota system, sort the displays and exhibitions.
Either charge rent or take a commission on art works sold.
Unfortunately the town is well catered for that, there is a gallery next door and a craft collective across the street.Either charge rent or take a commission on art works sold.
There is also a hardware store a Coop, a Newsagents, and a Ladies outdoor clothing shop.
Little else though.

If it's located anywhere near a council estate there's only one thing you need to sell to do a roaring trade... energy drinks.
My mum lives on the route between the local council estate and the local shop and I swear all the council residents just spend all their time (and money) traipsing back and forth all day to the shop just to buy lurid coloured energy drinks.

Pop up shop?
Put in the basic fixtures and fittings for a shop and rent it out on short contracts to local people who want to have a go at putting their business on the high street but haven't got the funds or confidence to take a full lease.
Don't do it like one of those xmas shops that looks cheap and tacky though.
Take rent + a % of sales and offer free advice etc if it's a strength of yours.
