Plasma vs Laser cutting: lowest cost?

Can anyone advise please, which is the cheapest option for cutting reasonably detailed shapes out of mild steel of about 4mm thickness?

Perhaps I should say the shapes in question have curves, no fine details like lots of holes but in some places are down to 2.5mm width or thereabouts.

What are your thoughts please?

In terms of cost only it usually goes plasma,high definition plasma then laser.
The quality of the parts go in the same order. (laser the best)
