Starting a Civil Bill - N.Ireland

HI All,
Long shot but anyone out there ever issued a Civil Bill in Northern Ireland? Different than the UK system I believe. I'm having to chase a sizable lump of money from a company that have let me down and wont refund me. Individuals can issue the bill themselves without need of a solictor so if anyone could give some advice it would be much appreciated.
