Quick expln re: retail header cards+glue

Can anyone give me a quick explanation please, on applying glue to retail header cards.

Basically I've got a loose 'commingled' product, a separate set of poly/cello bags and retail header cards. Would this be a contract filling job and would the headers be loaded into a machine, glue spot applied and then folded?

Any knowledge you can share about the process (and a cost to aim for) would be appreciated, you can probably see I have none.
