Need some help approaching a company...

There is an idea that I have for setting up a business in another country but it almost certainly depends on an examination board allowing me to run their tests in another country.

The examination board has allowed for their test to be taken permanently in other countries apart from the UK (which means they're open for business) however, I really do not know how to approach this company and 'ask' them to share their examination materials and qualifications with me?

I am new to business, and I don't know whether it would be worth having a company registered in the UK and corresponding country to earn their trust?

How would you approach this?
