Recruiting skilled workers

I help run a small groundworks company and we're looking to expand due to an increase in workload. Does anyone have any tips on recruiting skiled workers? It's easy to find good labourers, but we are struggling to find people who can be left to run a job. Any ideas would be much apprecaited!
