Can anyone recommend good Risk/Issue mgmt SW?

I've been asked to review what SW is available for the management of Risk/Issue management in the open market. I work for a government agency who wont want to use anything US based nor anything overly expensive.

Important requirements are good data analytics and pictorial representation of data, ease of use and some sort of control so that one mans Amber RAG is the same as another mans Amber RAG rating.

Any help appreciated.
