Mornin' chums,

I've failed in a little trawl of the internet to find an Idiot's Guide to this.

We've received a payment of £550 for an item to ship to Angola.

Billing address: UK. Shipping address: Angola.

Warning flags of course. Paypal are our payment processor, and have flagged it, and deemed it ineligible for Seller Protection.

Normally we'd refund it and ask for a different method of payment. But in the 3DS section it looks like this:

Which I think means that the liability for the transaction has been accepted by the buyer's bank?

Please correct me if that's wrong! Bloody minefield, this game...

You can still get a chargeback even if 3DS is passed - it's a lot less likely but isn't any form of guarantee unfortunately - I know this through experience!

Why not just contact the buyer and ask the question. Then depending on their answer you can make a decision.

Just for balance, I used to do some business with some clients from all over Africa. I suspect we actually picked up a number of nice orders because most people would not touch them.

It’s been 3DS verified. Issuer is enrolled and cardholder has been verified, you would win the chargeback on that alone.

Looks like the UK billing address has been verified but then you aren’t shipping to that location so there may be something in the visa regs that might allow the bank/cardholder to claim that they hadn’t received the goods at the verified address. A decent acquirer could help with this.
