Change of business building class - shop to cafe?
Discussion
Good Evening,
As always, I turn to the fountain of knowledge on piston heads to seek advice.
A premises that I have had my eye on for a few years, has now become available and I have been contacted by the owner to see if I am still interested.
The premises are currently located centrally in a large village that is ever growing with large new build estates. The building is currently a store selling furniture (which I believe to be class 1) and I would be looking at changing it to a cafe (class 3?).
Does anyone have any experience of acquiring this license? Is it difficult to come by? I would only want to proceed if this license can be obtained? There will be no alcohol sold on the premises at any time and opening hours would be between 9am - 5pm.
I will also require a pavement license (for outside seating) if anyone has any experience of applying for this?
The premises are located in the East Riding of Yorkshire if the planning applications varies on districts.
Thanks in advance, any help or advice much appreciated.

I took on an existing restaurant that was still A1 (had been operating for 10+ years) and that was changed to A3 by the vendor before completion of the sale. Seemed easy enough for them
However as with all planning and licensing its not what you plan to do with it people may abject to, its what the consent MIGHT allow you or a future owner to do. You may have a battle on your hands so be worth discussing with locals and council first.

Some good advice from TonyK .
I have a bit of experience I could share with you. Depending on the location, (density/proximity of similar businesses etc etc) the council may or may not want to grant a change of use for the premises. Some change of use (IE from a restaurant to café or hot food takeaway or vice versa) is easier done than going from a non food premises (like in your circumstance, though that's not to say you will not get it). Ether way you should ask your landlord to apply to the local council to see if he can get the change done before you take the lease on. The application should come from him as he is the owner. It isn't a particularly lengthy process, a decision can be made by the council relatively quickly.
Incidentally. there is nothing stopping you from calling the council and having a conversation with them. They will advise you and give you the relevant info on the process, specific to them, and they may even be able to indicate if you would be successful in the application (by which I mean they may say hell no we are not considering anymore cafes in the area etc).
hope that helps, cheers
