Almost everyday, overnight which suggests foreign input, I receive an email from someone who wants to improve my website/SEO.

The weird thing is that these people never give a company name either within their email or their email address.

What kind of scam is this? The only one that I can think of is that they ask for my password to check my site and then demand cash for it's return once they have changed it.

They want a fairly small sum of money in order to "get you to the top of Google Mister!".

You pay them.

They run your details through spammy software which creates spam links everywhere to your website.

Google's algo pisses itself laughing and either:
* Takes no notice whatsoever
Or
* Penalises you

By which time the scam SEO bods have run off laughing all the way to the bank.

Done right, SEO is a valid & powerful technique. Sadly, it's rarely done right and doing it right ain't cheap!
