Roof on commercial property (shop) requires some work.

As it is a high street location and hence a public footpath, need a licence from the council.

One of the license conditions is Public Liability Insurance cover of at least £10m.

I'm presuming the onus for this falls on the scaffolding company and not the roofer or myself?

Also, who would normally apply for the license - the scaffolding company, the roofer or myself.

(I'm the freeholder in this scenario).

Also, roofer recommendations for the Hertfordshire area welcomed as still gathering quotes.
