Keysearch and Eidos shares

Bought some Eidos shares years ago as I reckoned that they would be taken over at some point.

Now been taken over by Sci Entertainment Group Plc. So I get this letter saying send us your shares certificate and we'll transfer your shares and send you a new certificate in Sci Ent name.

Read the small-print and they charge 15% of the transfer amount. Can I do this transfer for less at a brokers or by myself?

Is it a scam?
