Ordinance Survey Maps

Hopefully the PH Collective can help with this problem, My dad has a Company that installs Rain Water Harvesting Systems (and Irigation systems etc.)

He has won a contract to install a largeish Rain Water system into a Listed Building that would require planning permision, he has gone through and submitted all of the plans and he has been asked for a Design Access Statement and an Ordinance Survey Map with the building highlighted on it at a 1:250 scale

He is been told that this map costs £75 to download (which seems a hell of a lot)

Does anybody know if this is right or if there is a cheaper source for these maps I am hoping some of the planning permision experts can shed some light on this.
