Inheritance tax on overseas property

Don't know if there is an easy answer to this question, but if a relative owns a property overseas eg holiday home and dies, would the inheritors be liable for inheritance tax in the UK or whatever passes for inheritance tax in the country in question?

I'm pretty sure then that the property would be included in his/her estate for UK Inheritance Tax purposes.
