Anyone know any rules for offering cash advance/withdrawals

We have recently set up merchant facilities to enable us to carry out card transactions (charge/debit/credit) for sales of foreign currency....
These transactions are treated as "cash advance" by the banks and card companies...
It occurred to me, why should we limit ourselves to selling foreign currency....why not offer a hole in the wall type service and "sell" GBP too.....I cant see any problem with the transactions as they would be just the same surely...??
Anyone got any info/knowledge?
