OJEU PROCESS - TURNOVER

I do a lot of tendering via OJEU, to a high degree of success, but having moved recently to a smaller company with a lower turnover, I do look at the OJEU notices a bit more cynically with regards to the contract value versus our turnover.

Can anyone give me the definitive answer as to the measure used, or if each body can set their own target - I have only found different answers! I always thought it was that the value of the contract should form no more than 25% of the company turnover, however, as I say I have now found alternative levels set.
