I need a website designing.

I have a colleague that would like a webstie designing that is nice and simple like these:

Content is not important at the moment, he would like to find out what it would cost to build something similar (obvously not copying) he just gave me those as an example of the clean lines he wants.

He would also like to know timescales and if you have your own graphics (no copyright material so no issues for him) plus he could supply some images.
