The moulding is the very, very expensive bit (even in China), the actual packaging is dirt cheap.
We based our initial run on 10000 pcs, the 'moulding' was about 1200 USD, can't remember what the actual unit cost was, but about 2-3 USD.
This was for electric guitars, so quite a bit bigger than what you're looking at.
What's your time scale?
