I found the fix but not the cause,

run: regsvr32inetcomm.dll fixes it instantly.

I've spent a few hours searching on japanese websites for the copywright owners of a certain drifting DVD,(for a TV show I'm involved in) only to get pages of all sorts of dodgy stuff!. Me thinks some pesky website has been doing something to my system....??
