Can anyone recommend a good website building/maintenance program ideal for the first time user that will enable you to build a website from the ground up?

Frontpage is perfectly good and you may already have it on your PC...

Real stuff requires Interdev / .NET but static content is no problem in FP.

Ditto.

I don't like Macromedia stuff, the seem to make it a little difficult to learn and seemingly offers much more than you need to use it simply.

FP follows everything other Office app so is easy to pick up and while as it messes the more complicated code up the easier stuff is fine - just make sure you enter the HTML and fix the few problems it has (such as not closing paragraphs and the like).

Frontpage 2003 is miles better than previous versions, and still easy to get to grips with. Agree totally that Dreamweaver isn't at all easy to learn, the interface is overwhelming.
