I'm pretty sure you can use it to your heart's content. Can't redistribute it, though, unless you buy an Office Developer licence.
There used to be rumours that MSDE had a built-in fudge factor that killed performance once you'd gone over 5 concurrent connections, but that seems to be gone now.
