Quite correct in that you will only be able to run at full speed if your PC supports the USB 2.0 spec, which new ones should. If your PC is more than a year old then it will probably be USB 1.1 spec which runs much slower.
If a USB 2.0 hub is plugged into a USB 1.1 system then it will still work but at the lower speed and Windows XP will give a warning about this. It is ok to ignore the warning and carry on at the lower speed.
USB 1.1 runs at 12Mb/s whereas USB 2.0 runs at 480Mb/s so as you can see there is quite a difference.
