Probably from when tested

I'd give it a change overnight and run the battery till its totally flat again

Certain battery types, especially LiPo need to have a storage charge when not in use otherwise they can deteriorate. Deep discharging and overcharging can also damage the battery to the extent that they can ignite. The electronics in phones and chargers don't allow these extremes though.

I'd be more surprised if it wasn't charged. Every phone, tablet, laptop, etc I've bought recently has been pretty much fully charged, including an e-fag/vape device I bought someone for Christmas.

I believe the optimum storage charge is around 60% so that sounds about right.

I thought it was 40% but yes, I've been able to set up every new smartphone out of the box.
