Apologies for not being clear, it is an open office with 17 PC's connected to the internet, printers etc, via a sever that is located in a seperate room within the same building. I need to know the following >
1. Is it possible to find out via the server, if a member of staff has been deleting files from their PC?
2. Would there be a record of which PC has deleted the files?
Also, if an "installed software report" was run on a PC using Win98, would it show all the MS security updates that have been downloaded/installed for that PC?

All depends on how your network is configured, if you have auditing enabled locally on PC's then you probably will be able to find out whether files have been deleted, but there wouldn't be a record on your "server".. Unless you have a specific piece of software configured to carry out such a task..
As far as the "Installed Software Report", yes it most probably would show windows updates..
I appreciate my advice is somewhat vague, but I still don't know that much about your infrastructure, so can't really comment accurately.
