Upgrade from a Nexus 9. Android Windows or Apple?

As I mentioned in another persons thread (sorry for the hi jack) my wife's Nexus 9 is playing up and I think its due a replacement.

She's (even) less tech savvy than me.

She has a Windows phone, and uses Windows 10 occasionally on my lap top and sons PC, the Nexus is Android and my (14 year old) son is trying to push her down the Apple route as he has an Apple iPhone.. (I'm no Apple fan boy). She hasn't used any Apple stuff.

She's after something with a bigger screen, maybe 12"?
It needs to be simple to operate. She likes a touch screen for when she's sat half watching the TV but finds a mouse and keyboard better than the touchpad of a lap top when sat at a desk.

Mainly emails, family tree, surfing, shopping etc.

Budget is limited but I'd rather pay once for something that'll last.

I've looked at Microsoft, Lenovo, Asus, Acer, Hawawi, Apple etc and an slowly going around in circles, trying to see what's the best option/value.

I'm assuming at least 4GB RAM, 128SSD minimum..?? And a screen larger than the current 9".

Touchscreen Chromebook instead? new Touchscreen ones have Android App support., get a flip one so it can be made to be used like a tablet as well as laptop.
