iPhone back up size for restore

Hi All,
I had an iPhone 7 128GB, after removing photos and just leaving apps on there I backed up to iTunes on PC, stupidly didn't check the size then and want to purchase a iPhone 8 64GB.
Looking at the backup folder for that date in the C;\users....\sync directory it shows as 32GB, is this the space that I need on the phone to restore to? I'm looking at a preowned iPhone 8 and allowing for the system date and storage this should fit on the phone? Of does that backup equate to more once restored.
