Friend is having some issues with mail delivering from a Plesk-based shared VDS. IP is not blacklisted and a DMARC record is set (but not being picked up my mxtools).

Any thoughts?

What does the NDR say, assuming he gets one?

Hasn’t received any, making me think the DMARC is wrong, but it looks right to me.

If it's a shared server presume you don't have access to any of the sending logs i.e. it just goes into a big black hole from your perspective?

Have you tried testing it using a site like mxtoolbox.com ? I know it helped when we had problems - a rogue space or comma in a DNS record.

Correct

Yep, all looks good, except it flags the DMARC record as missing, however it shows up in the full DNS record.

Is the issue with hotmail/outlook accounts?

Had issues with them silently rejecting mail from our servers a few times.

Usually fill this in for Microsoft (https://support.microsoft.com/en-us/supportrequestform/8ad563e3-288e-2a61-8122-3ba03d6b8d75) - You will get an automated reply back saying you aren't blacklisted, but then another email a few hours later usually saying they've done something.

That was my first thought but it’s multiple recipients as far as I understand. Will give that link a try though, thanks.

Email a gmail and an outlook account from it and go through the headers looking for anything failing. You didn’t mention SPF either that’s worth doing.

Yes SPF records are present. Turns out there are 36 domains running on the single VPS with multiple email accounts per domain.

Have a check of the status at Spamhaus
https://www.spamhaus.org/lookup/

Does any email get through (are you totally confident is actually gets sent)?

left field option, but ask the provider for costs to upgrade to a dedicated IP, may assist.

the fact DMARC isn't showing is worrying, may be the DNS record isn't propagating to all authoritative name servers?

Try polling each name server individually and see if you get the same Serial number / Zone file from each.
