Have a Windows 8 PC. I want the display to turn on at 7am and turn off at 7pm. I cannot see a way of doing this in the settings, any one know how? Do I need a utility?

Do you actually need the PC on with the screen off? If not, scheduled task to shut the PC down, bios setting to turn it on.

Here's a Powershell module to enable/disable the screen output, run each command/script as scheduled tasks at the appropriate times.

Yes PC needs to stay on, it boots into Chrome then needs a manual log-in to access the feed.
