I believe that in America ISPs can be forced to give up the details of persons sharing movies and music. UK ISPs had always resisted this pressure.

Recently though, I have read that a couple are being sued in the UK on account of the amount of ilegally shared music on their kids' PC.

Has there been some shift?

Indeed their has, not only are individuals being sued but the american courts recently ruled that file sharing companies/providers can be held responsible for people using them to illegally share music/video. Whilst file sharing as we know it will continue for a while its future is moving to charging and undergound for those who will not pay.
