Turning off answerphone for one contact

Is there a way to do this on a Samsung S10?
My mum has a personal alarm that dials 3 numbers in succession until one is answered if she has an emergency.
Unfortunately, if the alarm calls a number that goes to answerphone, that counts as the call being answered and the other numbers are then not dialled.
This will obviously cause a delay in help being sorted.
If I could turn off answerphone for the alarms number, then it would count as not answered.
Alternative is to sign up to a monitored service, but my mum's not keen on that.
