Website 403 error

A commercial website I'm trying to access is throwing a 403 forbidden error when I try to access it.
Happens on my phone and PC, although not if I use a VPN.
Nothing showing in my router logs and cleared cache and tried multiple browsers.
The website owners say there's nothing wrong their end all I can think is their hoster may have blocked my BB provider (EE) although I can access via EE 4G.
Anyone got any clues of what I can try next?
I could access via VPN but Id like to fix it if possible.
