I have had TP link extenders for some time.

I have improved their coverage and speed by not using the pass through socket on the 'Sender Plug' and where possible plugging the 'Receiving Plug' into the same ring main circuit as the sender.

They do work - have you checked it is set up correctly? If it can't connect to the existing network it is extending, it will do SFA.

Depends which WiFI network the phone is associated with. If it still sees the main router's network as strong enough, it may be measuring that.

Personally I prefer to set extenders up by hand (they've generally got a web interface) and I give the wireless network they generate a different name so it is easier to see what is going on.

If you've got an Android phone, consider getting WiFiman, it has a page with graphs of signal strength for each wireless network it can see.
