cisco switch noisey

so have a cisco catalyst 2960 switch 24 port. if you patch the 15th cable in, the switch starts getting much noisier. just waps and phones attached but most poe. doesnt seem to be maxed out on power. can literally take out the 15th cable ( or any cable ) and it quietens down??

any ideas? thanks

It will be a fan, just open it up and give it a clean/replace fan
