Basically want a list format to select a scenario, that then populates a selection of cells. Data validation won't work, is this a formula or more simple?

Basically select ''A'' from list, A = Scenario, a selection of cells to populate where list is?

Sorry, don't understand the question. Can you provide a worked example that illustrates what you're trying to achieve?

I can't quite work out what you're asking for either, although it sounds like you want a picklist and when you select option "A" it will magically populate the picklist with a new set of values to choose from? That's not going to happen, but it could work and populate a second picklist.

You could do it via lookups, depending on how many there are, as may not be practical.

I.e Cell A1 is the selector. Cell b1 is =vlookup(a1,range,column).

So it will look up whatever a1 changes to and swap the values.

Bit unclear as to what you are after, but it sounds like you might need to look at INDIRECT with VLOOKUP to relate the selection to a range?

Or, it might be that you need to look into defining a dynamic range. Hard to say.

Not completely sure what you're after, but if you want it real time then look up dynamic ranges / lists, otherwise macros should do anything you can think of.
