Whenever someone sends me a 'pps' file e.g.BlondeinTraffic.pps, I can't open it up. Its as though its not attached in the attachment. Can someone help.

We will need some more details about the software you are running, and the exact nature of the problem - do you get an error message, for instance?

PPS files are opened by Microsoft PowerPoint, so you won't be able to view the file unless you have MS Office or equivalent. Try googling for OpenOffice (free and compatible) or the free MS PowerPoint viewer if you need a program to open these files.

PPS is a PowerPoint Slideshow. You need some version of MS PowerPoint to open them.

Sounds like you've got the security setting on outlook turned up too high. In outlook, click tools, options, then the security tab, then uncheck the tick next to "Do not allow attachments to be saved or opened that could be blah blah".
