Set Excel Shape size to cell border

Ok, my next numpty question: in Excel can I create a shape that's locked to the cell borders it's covering? When you insert a rectangle it's a free form shape that you can resize but I can't find a way of getting the shape borders to snap to the cell borders. I can merge the cells & apply a fill but that's a pain when making changes.

The particular task I'm looking at is creating rack layouts like this:



Using fixed size shapes instead of filling cells might speed up the design process.

Insert shape, then right-click on the shape and select properties, then "Move and size with cells", "Move and don't size..." etc.
