I have had a problem for the last few weeks that my computer man can't solve.
Any geniuses on here got ideas, please?

If I take a pic with my camera in portrait format, ie. with the camera turned through 90 degrees, and download it to the photos file, when I try clicking 'turn 90 degrees right' to get the pic vertical the computer crashes- blank screen, no cursor arrow. I have to re-boot to get back to normal.
In addition, If I try downloading an email attachment pic that is in portrait format, the same thing happens.
I can still open old portrait format pics in the photo files though.
Weird!

Try resetting the Microsoft photo app.

Go to settings, then apps, then click on the MIcrosoft Photos app, click advanced options and then click reset.

Looks like reset deletes the data. I don't want to lose all my pics- am I misunderstanding things?
At 82, I am not very computer literate!

As I understand it just resets the app to default settings and clears its cache. As such, it shouldn't touch your photos, but will clear any custom settings you've made and might clear any albums you've set up in Photos. Here's a link from Microsoft.

As suggested, you might want to make a backup copy of your photos. That's what I'd do anyway, for peace of mind.

Alternatively I guess you could just install another photo app and use that to rotate your pictures.
