USB Hub Power Surges

I'm using a Belkin 7 port USB hub and when scanning with a Canoscan scanner i keep getting Power Surge Warnings followed by the hub rebooting itself. The power is connected to the mains via a domestic surge protector, as is all the PC's power. What can be causing this?

Is the hub's own power supply plugged in and have you checked for the presence of a tiny switch on the side of the hub which switches it from being PC powered to using its own external power supply? It needs to be on the latter. Some hubs have this switch and some are automatic.
