If you are using a router with an integrated firewall, that would cover that aspect of security for the whole network (although outbound anomolies wouldn't be detected). As for anti virus/anti spyware, you need to install it on all the PC's. After all any of the PC's could open an infected email or connect to a site that is designed to push malware onto the PC and if you had no protection you would be up the creek. And although you have a firewall in the router, it still doesn't hurt to have a software one on all the PC's to watch for outgoing anomalies.
Bullguard make a very good internet security package which we have switched all our company PC's onto. AV, firewall and backup all in one for around £35, and it includes a 3 user licence in the price.
And for anti-spyware, have a look at Microsoft's AntiSpyware Beta on their website. It's free and seems to be very good as well.
