They provide information about a web page - for instance, for this page:
<meta name="KEYWORDS" content="tvr,lotus,porsche,ferrari,lamborghini,maserati,caterham,westfield,speeding,radar detectors">
<meta name="TITLE" content="PistonHeads.com Gassing Station">
received wisdom is that in the current internet environment they are worthless. i for one think it's better to have them anyway, what's the harm?

what the Hell are Meta tags exactly?, Please explain?
In this context, "meta" means "above" or "in addition to", so "metadata" is "data about data" (*). "meta tags" are tags that describe tags. If you're a database weenie, a schema is metadata - it is data that describes how the actual data is to be used.
(* And "metasyntax" is syntax that describes syntax, and so on.)

So putting all that together, they are data that provides additional information about a web page. The meta "keywords" used to be used to give search engines a hint but are virtually ignored by modern search engines such as google which look at the actual content of the page and effectively work out the keywords for themselves rather than taking the author's word for it, since it is slightly less open to abuse.
The meta "description" still has use as it is often displayed in the search results of a search engine as a summary of the page.
