sharing a folder

Are you thinking of XP's default behaviour of 'Automatically search for network folders and printers'? In that case it's the client creating a broadcast rather than the actual share.
i could have sworn that 95 clients or maybe am thinking windows for workgroups when you either shared a folder or printer it created traffic. the thing that got us talking was the fact xp automatically has a default admin share.
Windows machines sort themselves out on the network so that one becomes the 'browse master' and keeps a list of all the machines in the workgroup - they're allways chatting away to each other having little elections etc. I think that happens via netbios broadcasts. That would happen weather or not you had a folder shared out cause you can still see each other in the network neighbourhood even if you've got nothing shared.
If you're in a domain and/or have got dns/wins set up then I don't think the above applies.
