I use skype without a headset.

It works fine when calling a landline but if I try calling my brother's computer with skype I get an annoying feedback sound.

Is this normal? do I need a headset?

Perhaps turn the mic volume down in Control Panel>Sound and Audio Devices

Does your brother have a headset? The feedback is coming from the mic hearing what's coming out of the speakers, which doesn't happen on a landline.
