Configuring pc to access news server

Guys, have just signed up with newshosting.com but am currently having big problems trying to connect to the servers.
According to available info, if i forward port 119 through both Norton and XP firewall then that should do the trick, however, i am constantly getting "unable to connect" messages. Having tried one of the open port checkers on the web, port 119 is refusing to answer despite my best efforts, always showing as connection timed out.
Having tried start>run>cmd
and pointed at "servername.com119"
i get code 800ccc0e which a bit of light reading
suggests that 119 is not open for business.
Now, given that the above might as well be in mandarin as far as i'm concerned, anybody have any ideas??
(I've tried chanting, i've achieved a higher state of conciousness, the pc still doesn't want to play)
