Yup. Some spyware blocks certain sites, so you may have a spyware problem.

btw, what's this Windows OneCare all about? Is it replacing the MS anti-spyware?

I don't think so....
I haven't really been paying attention, but looks to me like Microsoft are trying to expand into Mcafee/Symantec territory by releasing a virus scanner/backup/disk cleaner package. It doesn't specifically say it will contain a spyware checker, although they may incorporate it in at a later stage I guess. Personally, I like their anti-spyware, but not sure I'd want any of the One Care package on my system....
