It'll be an advert somewhere I'd bet. You tend to find that modern day adverts are embedded jobies which run from a specific website allowing cross populating "tracking" cookies (AFAIK anyway).

No as said above this is definately not a big brother type thing, it will just be one of those adverts about paying your TV licence.
