if i want to change the mail address of a user so that it appears to come from a diff one can that be done permantely rather than just using the from field?

eg mails are sending out from [e-mail] wana change that to [e-mail] without changing their login/profile etc?

Yup, change it in Active Directory Users And Computers. You might want to change the exchange alias if your domain automatically updates e-mail addresses with a recipient policy.
