Recommend an SEO Specialist?

A friend of mine is looking for an SEO specialist. Any suggestions?
He has had JustSearch recommended to him but I don't know their reputation or whether their pricing is reasonable so would be interested to hear opinions.
If there's a PHer out there (maybe UKBob) who does this kind of specialist service I'd be interested you talk to you.
NB: My company, Cantarus does website design and limited SEO optimisation at design-time so that's not the problem. My friend already has his site built (by someone else ages ago!) and is looking for someone to keep it optimised full-time and we don't offer that service.
