Some form of Address Book perhaps?

What happens when you double click it?

Nothing, right click brings up the normal "task bar" properties ...

Weird. Does it appear after a clean reboot, or only after you've opened a specific program (i.e. like the clipboard manager appears down in the clock area when an Office app is running)?

If it appears on startup I'd have a poke around in msconfig's listing of startup items and see if you can find out what it is.

It's a section where you can type in a web address and it opens explorer from there.
If the text box isnt showing then you may need to drag a bar one way or t'other to show it. It's the first thing I get rid of whenever I get a new software load.

If you Right Click on the taskbar the popup menu gives you the option to select what toolbars appears. you can get rid of address and language if they serve no pupose fo r the way you work. If the toolbar is locked the adress will not work if insufficient space has been reserved to display the edit box.
