Before I go and write my own software does anyone have any recommendations for software to do this? It needs to have complex script functionality.

I'm pretty sure Loadrunner does web service testing.
We use it for a few applications & it's pretty good - if expensive.

Unfortunately the price of LoadRunner exceeds the total price of the project by a significant margin. Perhaps I will just throw it out to the users and wait until it breaks

Complex script functionality? Could you elaborate on that a bit.

We use something called BadBoy. Crap name, great product. Their site seems to be down at the moment, ironically. www.badboy.com.au i believe. It works on the basis of either recording a sequence of actions (word macro style), or scripted with the ability to put delays in the page navigations so simulate users. It's been the central part of our testing of a new web app our dev team are writing. We're now up to a whole 20 concurrent users per dual P4xeon box, joy of joys rolleyes.

Bit complex this. The application is in two parts. The front end sits on publicly accesible web server. The web service sits on a private box at a client site. The private box is acessible to the public server via a VPN tunnel but only port 80 (http) is accesible. Both servers are running IIS.

I dont need to just run request to the web service and get data back. Its and online quotation request system which has to handle multiple items and those items have multiple options. The web service itself is stateless I maintain state on the public server. When the request has been built up I return the whole shebang to the web service which the updates the quotation system. All this is done via MS datasets encoded as XML.
