You can reformat the c drive but you will need to ensure you have the operating software etc to bring it back to life.

Alternatively, try Steganos Security Suite - it has a secure file eraser.

PS - If it is to enable him to sell the PC just buy a new drive.

Select files, press delete key, Right click on Recycle bin. Select 'Empty Recycle bin'.

Their are utilities on-line that can do 'secure' deletion. Like this one, seems free www.gregorybraun.com/Shredder.html
Ignore the bit about it'll make the file unrecoverable. Recoverability is nearly always possible, it just takes an ever increasing amount of cash and expensive equipment.

To Format C: is a bit more difficult as Windows won't let you do that to the boot drive. Grab your install disks and assuming it's a puka Windows install CD when it asks you where to install to delete the partition and remake it.

If your deadly serious about Classified stuff needing to be purged, get a philips head screwdriver, open the case, remove drive, place drive in blast furnace.
